Petitioner/Free-Speech Guidelines
- Highline Community College welcomes individuals
and groups to speak freely on campus within the normal functioning
of our campus operations.
Free-speech and petitioning is limited for the sole purpose of
maintaining regular campus operations and functions.To that end, Highline Community College reserves the right to
designate the time, place and manner for petitioner/free-speech
activities so that these operations may be maintained.

Petitioner/free-speech activities are limited to outdoor common
areas on the campus and locations that do not restrict traffic flow
in and out of buildings.
Please keep door ways and campus walk ways free of obstructions.

Other than the forum for speaking, Highline
Community College does not provide facilities or equipment (tables,
chairs, staging, flip charts, signs, posting locations, etc...) for
free-speech or petitioner activities.The college does not
allow petitioners and/or speakers to bring their own equipment
to campus.

Highline requests that individuals seeking free-speech and
petitioning access at Highline register in the Center for Leadership
and Service office prior to using the campus as a forum for their
activities.The Center for
Leadership and Service is located in the HSU, building 8, 3rd floor.

Persons using the campus for free-speech and
petitioning will be asked to provide identification at the Center
for Leadership and Service Office. Registering is required to provide:
- Time, place and manner approval for the individual or group
- Registration/Allocation of space on the campus programming calendar
- Speakers/Petitioners will receive a signed identification badge to demonstrate that they have registered.

All registered individuals will be asked to show their signed
registration badge upon request to campus security or other college
employees.
- Individuals visiting our campus are considered temporary members of our campus community and are expected to treat others and be treated within the context of our campus conduct code, our cultural diversity policy, and other relevant college policies and procedures.
